If it's TekSavvy over Bell's phone line (DSL) then they aren't going to get anything better than Bell can. I suspect he's quite far away from the CO and that's why he can't get higher speeds than that.
If you have cable, though, can you get TekSavvy (over cable) even if you are not a Rogers customer?
