I guess that means Phillips is open to a trade then.
Or he's open to the perception that he's open to a trade. He's not going to have much bargaining power if he let's it be known that he'll stay here at any price, under any circumstances.
He has all the power as it is. He can simply walk away on July 1 to sign with the highest bidder. Any indication that they can potentially get something for Phillips is a nice safety net for the team.
