If a PM is in your outbox, has it been sent? If not, what would prevent a PM from sending?

It will only be "sent" once it is read by the user. They either haven't opened it or their inbox might be full?

I think Outbox means it hasn't been read. It's not like Outlook where the message has to physically be moved; it can be immediately copied to the destination user's Inbox, so the only thing I can think of is that it means the message has not been read.
