Waaaaaay too much money for this guy. SJ will regret this deal almost as much as TB regretted the Mezsaros deal. OK, maybe a little less, but still. Too much money.

How do offer sheets work for a player who isn't arbitration eligible? Can they receive them?

I believe an offer sheet can be extended to any restricted free agent. The only difference being that once an arbitration-eligible RFA files for arbitration, they can't sign any offer sheets.

I don't know man, this guy is a LOT better than Meszaros. I don't even think they're in the same league.

And with Chi's cap situation, they probably could have forced their hand with a lower offer... but he may not have signed it then.

What if it's a team-elected arbitration? My guess would be "no" because how can the team determine what the player (not under contract) can and cannot sign.

Such cases are so rare that I honestly don't know. I would be inclined to think that once arbitration (a mediation process) is initiated, tho', offer sheets are off the table, but I don't know for certain. If a team can bring a guy to arbitration, then it does hold some rights over him. But I'm guessing.
