So we've had the same situation (albeit it can't really be called a strategy given the team was just starting out), it just didn't really work out for us.
With no offense to the guys running the Sens at that time...they should NEVER has been in charge of drafting back then. Boy...imagine if we had a real GM with a real scouting staff? If we didn't still have Pronger, I'm sure we'd have gotten some really special pieces for him instead of the jack Dung we got for Daigle. Yashin's a good pick, Bonk's a f-ing disaster at 3rd overall, Berard an f-ing disaster at 1st overall and frankly, Redden's not 1st overall caliber either. Phillips is an f-ing disaster at 1st in 96, but the pickings were rather slim.
Perhaps I'm just trying to say that we got the 1st and 2nd and 3rd overalls 10 years too soon for it to make the stunning impact it has in Pittsburgh and even Washington and Anaheim.

I don't see who we really should have taken over Yashin in '92. He was a very good player, personality aside. Everyone and their mother would have taken Daigle in '93. It's definitely not the scouting staff's fault he busted. Bonk in '94 wasn't great, but neither was that draft. We ended up getting the best player out of it in the sixth round, though.
Berard's another pick I can live with - a 6'2" defenceman putting up well over a PPG in the OHL. Redden turned out to be excellent for most of his career, too. Maybe that's one instance where you would have liked an Iginla or Doan, but I'm happier with Redden than I would have been with the immediately following players (Berg, Kilger, Langkow, Kelly).
1996 was a terrible draft, which isn't the scouts' fault. Go through the list of other good players and there are very few I'd take over Phillips. Maybe Briere at 24, Chara at 56, Kaberle at 204. But these later picks that turn out to be booms are usually just luck of the draw, I think.
So, it's just our luck that the drafts didn't boast players the calibre of Crosbys, Malkins or Ovechkins (and 90% of drafts probably don't, frankly, as these are generational players). But let's not act like we didn't tank either.
