In my understanding, Ballard was going to take the Leafs and play them in Edmonton (for $50 million), and Pocklington would have the Oilers play in Toronto.
What a bizarre deal that would have been (and a terrible one for Ballard).

I understood it as Ballard would take the Oilers plus $50 million and play them in toronto, and Pocklington would take the 'established' Leafs and play them in Edmonton.
I haven't read the book or anything, it's just from an article I read, and that's how I understood it.
