According to CapGeek, if Kuba were sent to the minors and not replaced, the team is below the floor by ~ 200K. The team is listed as having 23 players to get to their current figure.
Da Costa may make the team but I expect Regin to get more ice time and play with better players. The first 3 games have shown me nothing. Once teams field what is close to an NHL team, I think we will have a better idea of what Da Costa, Zibenajed, and Regin can do.
Filatov is definitely top-6 on this team.
